The council holds legal personality and is the legitimate guardian representing the Supreme Rifa'i Order.
Goals:

Apply the methodology of Sayyid Ahmad al-Rifa'i the Great, inherited from our connected chains of teachers in the order, back to the Prophet Muhammad (peace be upon him), in accordance with the recognized works of the order.

Strive to eliminate division among members of the order, other Sufi orders, and Muslims in general by unifying in a General Council where the shaykhs and members gather for the noble remembrance.

Combat innovations that have entered Sufism and the order without basis in the Qur’an and Sunnah.

Work on refining Rifa'i gatherings and remembrance circles, fostering discipline and adherence to the recognized schedules of the order.

Publish responses to the enemies of the order and Islam through scholarly replies, academic studies, seminars, speeches, and lectures.

Prepare followers of the order religiously, culturally, and civilly in line with the times without deviating from the teachings of the true religion.

Provide training and create job opportunities to help members earn lawful income and be self-reliant.

Establish a donation fund to help the poor and sick among the members.

Establish a fatwa committee of distinguished scholars, in line with recognized Islamic understanding.

Care for religious shrines and sites, and support religious tourism through council-organized programs.

Support the Sunni endowment program and act as a supportive body for it.

Combat extremism and takfiri ideology, and spread peace and love among all humanity through the thought of moderation.

Protect societal peace.
Founders of the Council:
They are the people of spiritual authority in the Rifa'i Order. The council is headed by one of the founding members, selected by majority vote of the founders, from among the known chains of transmission and permissions. The elected person becomes the General Representative and President of the General Council, and all members and founders must abide by his decisions. Non-compliance with council decisions is considered a breach of the covenants and agreements. The president has the authority to establish branches in all countries.
Council Structure
First: The Shura Council
Composed of the founding members and the heads of branches in the provinces and abroad.
Roles:

Approve the opening of branches inside and outside Iraq.

Vote on council president’s decisions by simple majority.

Approve the annual financial budget by simple majority.

Select the council president according to internal regulations.

Support the decisions of the council, even by simple majority.
